Lots and yards
The state's dust rule, on a lot.
Oregon's fugitive-emissions rule says no person may let a road be used, or materials be handled or stored, "without taking reasonable precautions to prevent particulate matter from becoming airborne."4 One of the precautions it lists: "Application of water or other suitable chemicals on unpaved roads, materials stockpiles, and other surfaces".4
Inside the Medford-Ashland air quality maintenance area, a separate rule, OAR 340-240-0180, sets fugitive dust requirements for industrial sites. Whether it applies to your site is a question for DEQ.5
On the ground, a truck lot is a road that never stops. The trucks are why it needs more product and more frequent re-treatment than a driveway.2
The job here
What's different about dust control here.
- Soil
Phoenix clay, sampled "about 4 miles east of Central Point, about 750 feet east of Sticky Lane": "Deep cracks form as the soil dries in summer." On a clay yard, plan the treatment before the ground dries and cracks, not after.1
- Traffic
Federal guidance is plain about trucks: "Higher application rates/more frequent rejuvenation required for high truck traffic."2
- Landmark
The Table Rocks, "rising dramatically 800 feet above the valley", sit just north of here.3
Timing here
Sixty-one days over 90°F.
Medford airport, the nearest station, averages about 61 days a year at 90°F or more, with July's normal high at 91.6°F. That is the summer heat that dries the clay until it cracks.16
Normal daily high by month, Medford Rogue Valley Airport (°F)

Who maintains your road here
Rural Central Point roads.
-
A county gravel road
If the county maintains it, the people along it can use the county's dust abatement program, and the county preps its sections at no cost. Jackson County Roads can explain how it works, or call us.7
-
A local access road
Public, but outside the county road system, so the county does not keep it up.89
-
A lot or yard
Private ground. The owner or operator books it.
Jackson County Roads can tell you which yours is: (541) 774‑8184.8
